Se puede afirmar que el desarrollo hist\u00f3rico de la normativa del derecho disciplinario est\u00e1 \u00edntimamente ligado a dos temas: por una parte, el control de la corrupci\u00f3n y, por otra, el establecimiento de derechos, deberes y caracter\u00edsticas del empleo a nivel estatal en todos los \u00e1mbitos territoriales, generando en consecuencia una condici\u00f3n de dispersi\u00f3n inicial en el campo normativo que s\u00f3lo hasta 1995 se consolida en un solo cuerpo.<\/p>\n
